NaVCIS is looking for an experienced and motivated professional with a strong partnership focus to join us as a Leisure Vehicle Officer (LVO) within a national policing unit.
More about the role
The Leisure Vehicle Officer (LVO) will provide a service to UK Policing through their subject-matter expertise and support operational policing activity through practical application of knowledge and skills.
The LVO will be involved in the investigation of crime, identification of stolen property, seizure of evidence and support a prosecution for example, providing statements and giving evidence at court. The LVO will deliver work in line with the National Intelligence Model to better understand the crime context and contribute to a problem profile. As an ambassador for NaVCIS, the LVO will lead work to raise awareness of this Serious Acquisitive Crime with police and industry partners, keep abreast of new security and legislative matters, present at conferences, deliver a communications plan including social media. The role will require effective management of records, data and information sharing in line with GDPR.
Role Overview
The LVO will work closely with NaVCIS colleagues to ensure accurate recording of stolen leisure vehicles on the Police National Computer and timely, “found reports”, sharing information with industry partners. Monitoring crime patterns and trends to understand where prevention and enforcement opportunities occur, work with intelligence development officers and analysts and to be able to brief industry at management level and share information publicly to prevent crime and reduce incidents of leisure vehicle owners becoming victims. Actively seek and develop intelligence to better understand the criminality to share with police colleagues in the UK and overseas. Develop relationships across all sectors of the industry to build resilience to the criminality that is often serious and organised acquisitive crime that may also be linked to other criminality.
The LVO will need to be comfortable in a training setting being able to raise awareness of their role and the criminality enhancing capability of police officers and other stakeholders, also speaking at conferences as an ambassador to promote the work of the LVO and NaVCIS.
The LVO will work with police colleagues in a variety of functions including force intelligence bureaux and operationally on the ground providing tactical advice in the planning stage and for example when warrants are being executed and searches are being conducted.
Supporting prosecutions will be critical to the role, collecting evidence, providing statements, including victim impact statements on behalf of industry and presenting oral evidence in court.

The National Vehicle Crime Intelligence Service (NaVCIS) is a national police unit, hosted by Hampshire Constabulary but based near Coventry. We work closely with partner agencies across law enforcement and the private sector in order to better understand and mitigate the threats posed by vehicle theft.
Motor finance fraud and associated offences impacts upon victims and communities, the national economy and demands placed upon law enforcement agencies. Through effective partnership working NaVCIS seeks to prevent offences of motor finance fraud by our subject matter experts investigating, developing and sharing specialist intelligence to support law enforcement investigations to prevent crime and disrupt organised criminality.

Essential Qualifications
- Educated to QCF Level 3 (five GCSE passes including Maths and English or work experience deemed to have brought the postholder to a comparable level.
- Attainment & maintenance of the IPP (Intelligence Professionalising Programme accreditation)
Essential Experience
- Substantial experience in evidence gathering and intelligence work due to the complex nature and responsibilities of the role.
- An excellent working knowledge of criminal law and the criminal justice system, CPIA, RIPA, CHIS code of practice, covert intelligence and investigation
- The applicant must have knowledge of leisure vehicle identification and a comprehensive working knowledge of CRiS
Desirable Experience
- A working knowledge of vehicle telematics
- Knowledge of Health and Safety legislation / risk assessment
- To have an understanding of leisure vehicle crime reduction
