Hampshire County Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

The website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.2 AA standard, due to the non-compliances and exemptions listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

Headers
  • 1.1.1 Image missing a text alternative

Some images in the headers do not have a text alternative, so people using a screen reader cannot access the information (Hampshire County Council, Oxfordshire County Council). We have work scheduled to address this.

  • 2.4.4 Link missing a text alternative

Links represented by images or icons can be problematic for visitors who are blind or have low vision. The Hampshire County Council logo is missing a text alternative.

Page content
  • 1.4.3 Colour contrast does not meet minimum requirement
  • There are some navigation text (eg cookie choice buttons, page numbers) and background colours that have too little contrast between each other can cause readability issues for users who are colour blind or have low vision. Work is scheduled to update the colours.

  • 1.3.1 Table cell missing context
  • The ‘filter’ button on the job list is missing context, which may make it difficult for those using screenreaders. This will be raised with the provider, Success Factors.

  • 1.3.1 Empty Headings
  • Some pages have headings which are empty, ie have no text for a screenreader to relay to the user. In some cases this will be within the job description itself. We will work with recruitment teams to avoid this in future.

  • 1.4.1 Links are not clearly identifiable
  • In some pages colour alone has been used to indicate a link, which may not be sufficient for people who are colourblind. In some cases this will be within the job description itself. We will work with recruitment teams to avoid this in future.

  • 2.4.2 Page missing title
  • Some older pages do not have a descriptive title which is helpful for those using screenreaders.

  • 4.2.1 Form field missing a label
  • On the Hampshire and Isle of Wight Constabulary pages, there is an option to add your email address for job alerts. This field has no label, making it more difficult for screenreaders.

  • 2.1.2 Map
  • It may not be possible to navigate all points on the map with keyboard only.

We will work with the web content team and our supplier Success Factors to resolve these issues. Guidance will be issued to those preparing job descriptions to avoid issues in future, where possible.

Content that’s not within the scope of the accessibility regulations

Many of our older PDFs and Word documents do not meet accessibility standards. They may not be structured so they're accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2: Name, role value.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they're not essential to providing our services.
