The Environment & Communities Directorate in Westminster City Council is a world of extraordinary stories. Where dedicated people like Grace are using their skills and passion to progress environmental action in the heart of London.
It was at university where Grace first started campaigning for improved recycling facilities, water refill stations, and other eco-friendly initiatives. When she saw the real difference people could make when they came together, she knew she wanted to dedicate her career to community action for the planet.
When she joined us as Principal Engagement Officer, Climate Emergency, she quickly established herself as a passionate advocate for community outreach, engaging various stakeholders across Westminster in the social causes, impacts and solutions to climate change, air pollution, and biodiversity loss.
Grace became a driving force behind our first Citizens’ Climate Assembly, which took place across two weekends in the summer of 2023. Fifty residents were chosen at random from across our diverse communities to come together, learn about the climate emergency, and deliberate how we overcome the barriers to becoming a net zero city by 2040. The assembly produced several recommendations which have informed the evolution of our Climate Emergency Action Plan. Due to the success of this initiative, we’re holding more assemblies to continue community involvement in local decision-making.

The Role:
As an on-street Service Manager, you too can make a powerful contribution. You’ll be joining the largest Parking Authority in Europe and working to lead service delivery in the heart of a very challenging environment. The City Council is updating kerbside management policies, so for a parking professional, this is a career-making opportunity. You will have two to three direct reports and lead an eight-person team within the Parking & Kerbside service.
As part of the Parking Kerbside team, you’ll actively contribute to integrated delivery, improvement, management and performance. As well as commissioning and managing activity within the council, partners and externally. To do this effectively, you’ll build effective relationships, sharing knowledge and best practice. You will contract manage service providers to deliver on CCTV, on-street enforcement, abandoned vehicles and relocations. You’ll ensure that overall objectives are translated into effective plans and that the service is efficient and locally responsive.
You’ll also ensure that resources, funding and budgets are all used in accordance with council policies and procedures. You’ll contribute to the development of outcome-based commissioning models and income generation opportunities to help the council receive value for money. Ensuring that all is compliant will be your responsibility too.
As Service Manager, you’ll lead a team of professional and technical staff on significant operational projects, driving forward performance by setting high standards and developing individuals’ capabilities. You’ll be dedicated to creating a productive, accountable team. Plus, you’ll role model positive behaviours, engaging and empowering your team to embody council values.

About You:
To be equal to the role, you’ll have substantial experience and demonstrable expertise in contract management. Backed by a strong track record of success in delivering financial savings and service level targets. You’ll have gained a strong knowledge of procurement legislation and supplier relationship management.
You’ve managed a professional team before. Advanced change management and communication skills are key. Whether in writing or verbally, you can present complex information clearly and persuasively. At all levels of seniority, you can be influential.
You are comfortable analysing financial information, understanding the business context, and extracting key facts to deliver improvement and opportunities. This is paired with good computer skills, especially in Microsoft Word, Excel and PowerPoint.
Problem-solving, strategy and independent thought are all embedded into how you work. Always focused on the results, you strive to deliver value that will directly lead to the achievement of operational objectives.
