Digital and Innovation in Westminster City Council is a world of extraordinary stories, where creative and enterprising people put local residents and businesses first.

Today, Westminster is the most connected borough in London. But, when David joined us in the mid-2010s, small businesses were still struggling to get connected to fibre. Without gigabit-capable broadband, some companies even resorted to biking memory sticks around the city, simply to share files with clients.

Although still in a junior role, David took the initiative and successfully made the business case for £2.8 million of European funding to support connectivity for small businesses across Westminster. Feedback from businesses has been overwhelmingly positive as the project has enhanced their communications with clients, the new connectivity allows them to make video calls and work remotely. As the pandemic hit and many more people needed to work from home, it became clear just how vital this investment had been. 

Fast-forward a few years and Westminster is leading the way for connectivity. As a result of the project businesses are thriving and David is heading up a service of his own: Digital Place. Businesses and careers move quickly in Westminster.

The Role:

As a Senior Service Designer, you can make your own powerful contribution to the digital landscape and culture of our organisation. You’ll help us achieve an inclusive, user-centred, participatory and problem-solving approach to delivering quality services and world-leading experiences for the people who live, work and visit here. 

Working across the whole of the Digital and Innovation portfolio, you will get involved in core IT and technology, customer and digital, and our Smart City ambitions, all with a focus on improving outcomes for the people of Westminster.  Expect to be involved in identifying opportunities to develop services, specifying business solutions and designing end-to-end services. Day to day, you could be involved in iterative product development, be a member of an agile project team, or carry out user research as part of a service team. It’s all about exploiting the power of digital to meet future challenges and opportunities.

About You:

This high-profile role would suit a strong people manager with digital knowhow and the ability to communicate and influence at all levels.  We’re looking for significant experience of leading digital customer experience work, including a track-record in the successful design, delivery and continuous improvement of high-quality online products and services.  Knowing how to gather, analyse and deploy user insight and performance data will be key.  A proven ability to motivate, empower and develop the capabilities of teams is essential and you’ll be adept at building good working relationships across professional and operational boundaries.

While direct local authority experience is not essential, an understanding of the public sector culture and context would be helpful.
