The Role:
As a Programme Navigator, you can make your own powerful contribution to Westminster’s Ukrainian Response project. This is a highly impactful role supporting the integration of Ukrainian refugees into life in Westminster, providing personalised, practical support while helping bridge cultural and language gaps through your fluency in both Ukrainian and Russian.
You will act as the daily liaison between Ukrainian guests, their sponsors, and the Council – ensuring smooth coordination and communication across services. Your role will include delivering specialist advice and guidance on a range of integration needs, including employment, welfare, housing, education, and physical and mental health. You will conduct home visits, support with benefit and housing applications, develop family support plans, and maintain regular contact with families to identify further support needs for both refugees and sponsors.
Working collaboratively with housing solutions teams, you will play a key role in preventing homelessness and supporting rematching where needed. You’ll also liaise with Adult and Children’s Services to ensure safeguarding support is provided, and will lead on the management of drop-in sessions for hosts and sponsors – both online and in person.
In addition, you’ll be responsible for maintaining accurate client records and data systems such as the Council’s Foundry Database, contributing to effective service monitoring and reporting. You will support the development and improvement of data systems, prepare reports for internal and external stakeholders, and contribute to clear, empathetic communication across the programme.
Above all, you’ll help ensure that Ukrainian families not only settle into their new environment but thrive – offering responsive, person-centred support in line with the Council’s values and behaviours.

About You:
You bring a strong background in working with families, particularly those with young children, and have a clear understanding of how to identify their needs and deliver effective, person-centred support. With experience in multicultural environments, you demonstrate a high level of cultural competency, and are confident supporting individuals from diverse backgrounds with sensitivity and empathy.
You have a solid understanding of local authority services, particularly in areas like housing and refugee support, and are familiar with local government procedures and policies. Your ability to work across teams and with the public is underpinned by proven customer service expertise, where you've resolved complex issues effectively, efficiently and with professionalism – building trust with internal and external stakeholders alike. You are a strong collaborator with a track record of building and maintaining positive working relationships with colleagues, managers, partners, community groups and public agencies. Your analytical mindset enables you to maintain, analyse and improve processes using both qualitative and quantitative data. You're confident in managing competing priorities, with excellent time management and organisational skills to deliver high-quality outcomes to deadline.
With project and programme support experience, you’re able to contribute meaningfully to complex workstreams while staying focused on strategic goals. You demonstrate initiative and good judgment in problem-solving, knowing when to escalate or seek input from colleagues to find the best outcome.
Communication is one of your strengths – both written and verbal – and you bring a consistent customer-focused approach to every interaction. You're comfortable dealing with people at all levels and do so with confidence, sensitivity and diplomacy. Your values align with the Council’s, and you actively contribute to a culture of respect, inclusion and positive behaviour.
