Today, Westminster is the most connected borough in London. But, when David joined us in the mid-2010s, small businesses were still struggling to get connected to fibre. Without gigabit-capable broadband, some companies even resorted to biking memory sticks around the city, simply to share files with clients.
Although still in a junior role, David took the initiative and successfully made the business case for £2.8 million of European funding to support connectivity for small businesses across Westminster. Feedback from businesses has been overwhelmingly positive as the project has enhanced their communications with clients. The new connectivity allows them to make video calls and work remotely. As the pandemic hit and many more people needed to work from home, it became clear just how vital this investment had been.
Fast-forward a few years. Westminster is leading the way for connectivity, as a result of the project businesses are thriving, and David is heading up a service of his own responsible for delivery of the Smart City strategy.
The Role:
As a Product Manager, you can make a powerful contribution. You’ll be joining a multi-disciplinary team to digitally transform the council’s Planning Service. Planning has been identified as one of the top priorities for digital transformation not only by Westminster but also by Central Government, whom we are closely collaborating with. Westminster is one of the pioneers using AI to transform the Planning space.
Working closely with the Senior Product Manager, you will lead the product team to discover, define, and validate problems from user insights, stakeholder priorities, organisational strategy and technical needs. You’ll coordinate across complex dependencies, prioritise and build an outcome-focused roadmap. In collaboration with the Delivery Manager, you’ll monitor timescales, assessing and justifying product success against implementation cost.
Collaboration will be critical. You’ll manage and inspire the product team, which will be made up of disciplines including user research, service design, UX design, delivery, software development and data. You’ll guide the team on agile methodologies and product mindset from ideation to launch.
You will drive efficient product execution. This will entail leading requirement gathering exercises, balancing user-needs with business and technology needs, and designing smart prototypes/MVPs that validate user needs. You’ll measure and communicate how a product performs against quantitative and qualitative goals. You will also be supporting the procurement and implementation of a new back-office system that will underpin efficient ways of working for Planning officers. To help us advance, you’ll bring an awareness of the wider digital landscape and an appetite for embracing new technologies.

About You:
To be a good fit for the role, you’ll bring prior product management experience in building digital products and/or features, with a multi-disciplinary team. You’ve designed prototypes/MVPs and/or scaled products and features. This has given you a thorough knowledge of product methodologies, frameworks and principles, including how to create a strategy, set objectives, define measurable outcomes and metrics, and iterate a roadmap.
You’ll be comfortable managing a multidisciplinary hybrid product team using agile methodologies. You demonstrate experience using evidence and data to drive decision making.
You’ve experience helping organisations make long-term technology choices, balancing user needs with organisation's objectives and constraints. You’ve experience working with external vendors for technology implementation and adoption.
You’ll also be familiar with how GDPR impacts product delivery. You understand the importance of governance and willing to learn and adopt council’s data and AI governance best practices.
Knowledge sharing and shaping product culture is important to you. You demonstrate that with experience of building product best practices and contributing to product community/cohort.
You’re passionate about using tech for the good and committed to doing so in a public service organisation.
