Digital and Innovation in Westminster City Council is a world of extraordinary stories, where creative and enterprising people put local residents and businesses first.
Today, Westminster is the most connected borough in London. But, when David joined us in the mid-2010s, small businesses were still struggling to get connected to fibre. Without gigabit-capable broadband, some companies even resorted to biking memory sticks around the city, simply to share files with clients.
Although still in a junior role, David took the initiative and successfully made the business case for £2.8 million of European funding to support connectivity for small businesses across Westminster. Feedback from businesses has been overwhelmingly positive as the project has enhanced their communications with clients. The new connectivity allows them to make video calls and work remotely. As the pandemic hit and many more people needed to work from home, it became clear just how vital this investment had been.
Fast-forward a few years. Westminster is leading the way for connectivity, as a result of the project businesses are thriving, and David is heading up a service of his own responsible for delivery of the Smart City strategy.
The Role:
As an Infrastructure Engineer within the Digital and Innovation portfolio, you can make your own powerful contribution by helping us deliver on our Smart City ambitions, ensuring that Westminster is world-class in every aspect.
At the heart of this challenge is an overall focus on making life better for Westminster’s residents by offering user-centric services. As such, you will create and run technology and telecoms infrastructure and services, and manage our suppliers to ensure we are receiving consistently optimal performance. Working with whichever team needs your expertise, you will support activities across core IT and technology, customer and digital projects. For example, you might be asked to utilise Agile and Waterfall methodologies within the Project team, or you might be asked to support the Product team as they define and develop a new product.
With plenty of autonomy to plan your projects as you see fit – and an experienced team ready to support you if you need guidance – this is an exceptional opportunity to take your career to the next level. Every day will present you with new challenges, as you will also be asked to support end-user computer devices and audio-visual meeting room services, and you will investigate and diagnose telephony problems.
Crucially, you will also support our multi-cloud services, helping us migrate services into the relevant platforms and ensuring cloud security is being maintained. With a focus on advancing our bold Smart City ambitions, you will use open-source, cloud-based technologies wherever possible, and you will encourage the team to adopt emerging technologies.

About You:
If you are ready to join a dynamic team who work together to ensure every task is completed to the highest standards, then you will thrive in our collaborative department. To be equal to the challenge, you will therefore be a team-player with great self-motivation.
Coming from a relevant background in which you have administered and supported infrastructure technologies, solutions and services, you will be used to handling high-impact, complex change requests. As such, you will have experience of managing telephony services, and you will be adept at working with enterprise-level networks including LANs, WANs, WLANs and VPNs. Fluent in modern infrastructure concepts, protocols and standards, your knowledge base will include business continuity, Active Directory, Entra, security, backup and disaster recovery. Confident in your ability to lead testing activities and troubleshoot problems, you will enjoy building infrastructure with embedded security controls. MDM experience will also be important, and it would be helpful if you have an awareness of cross-government platforms such as GOV.UK Pay and Notify.
Above all else, you will be an inspirational leader who can matrix-manage teams, and you will have well-developed verbal and written communication skills, with the gravitas to inspire, influence and mentor others.
