In an epic effort throughout COVID, she gained the son’s trust and sorted all the repairs, carers and nurses needed so that Mrs D could come home to live with her son. We also got Mr D regular respite and a personal budget awarded in recognition of him as her carer. After all, there’s nothing more important than living the life you want.
The Role:
As a Governance and Service Development Officer, you too can make a powerful contribution. You will support the smooth running of and improvements to Adult Social Care across two of the UK’s most important local authorities. This role touches on governance, compliance, strategy, policy and service improvement, hinging on your excellent problem-solving skills and ability to collaborate well within the Council and beyond.
Made up of the Head of Service Development, Governance and Service Development Manager, and two other officers, we are small and supportive team. We foster a strong culture of learning and development. With your team, you’ll work on the development and implementation of operational strategies, policies and projects that maximise the directorate’s business plan, ensuring these align with both Councils’ corporate strategies. This will include a range of local transformation service improvement activities and projects. Crucially, you will ensure compliance with national and local regulations, processes and procedures, certifying consistency between service plans and design strategies. More broadly, you’ll be aware of new strategies across the organisation and in health and social care. Your aim will be for deliverances to be strategically robust, achieving target savings and maintaining its customer-centric focus.
To successfully implement improvements, you’ll need to engage senior stakeholders, communicate effectively to gain buy-in, and advise on how national strategies impact local service design and delivery. You’ll need superb analytical and problem-solving skills, as well as the ability to anticipate potential hurdles.
Administration, coordination and communication are key to this role. You will support governance processes and reporting across the Bi-borough, preparing timely returns, presentations, and papers for Committees, Senior Officers, and Lead Members.

About You:
To thrive as a Governance and Service Development Officer, you’ll bring experience from a social care setting or another complex agency. You’ve played a key role in service improvement initiatives within both statutory and non-statutory frameworks, supporting and coordinating governance and operational strategies, including the implementation of new policies.
You have a strong foundation in business analysis, including process mapping and performance data evaluation. You understand the complexities of governance and operations and are committed to delivering high-quality, culturally responsive services that meet the needs of diverse users. Innovation and creativity are valued here, and these qualities shine through in your work, as will the Council’s commitment to diversity and inclusion.
We’d like you to have strong organisational skills and to be experienced at project and programme management, including scoping, planning and delivering on time and to budget. You are able organise your own workload within the pressures of a complex and fast-paced environment.
Excellent communication is key to this role. You’re confident writing reports and option papers for varied stakeholders and are proficient in IT tools, including spreadsheets and PowerPoint.
While no qualifications are essential, it would be preferable if you had ASC or Health setting qualifications or relevant experience. Project Management or Business Analysis qualifications would also be desirable.
