The Environment & Communities Directorate in Westminster City Council is a world of extraordinary stories. Where dedicated people like Grace are using their skills and passion to progress environmental action in the heart of London.

 

It was at university where Grace first started campaigning for improved recycling facilities, water refill stations, and other eco-friendly initiatives. When she saw the real difference people could make when they came together, she knew she wanted to dedicate her career to community action for the planet.

 

When she joined us as Principal Engagement Officer, Climate Emergency, she quickly established herself as a passionate advocate for community outreach, engaging various stakeholders across Westminster in the social causes, impacts and solutions to climate change, air pollution, and biodiversity loss.

 

Grace became a driving force behind our first Citizens’ Climate Assembly, which took place across two weekends in the summer of 2023. Fifty residents were chosen at random from across our diverse communities to come together, learn about the climate emergency, and deliberate how we overcome the barriers to becoming a net zero city by 2040. The assembly produced several recommendations which have informed the evolution of our Climate Emergency Action Plan. Due to the success of this initiative, we’re holding more assemblies to continue community involvement in local decision-making.

The Role:

As an Engagement and Transformation Lead (maternity cover), you can make your own powerful contribution to one of London’s most ambitious public realm transformation programmes – shaping how people experience Regent Street, Haymarket, and Piccadilly Circus for generations to come. You will play a vital role in ensuring that communities’ voices are not only heard but meaningfully shape the future design of this world-renowned destination.

 

In this role, you will lead the development and delivery of a comprehensive public engagement strategy, managing relationships across a broad spectrum of stakeholders – from residents and community groups to major landowners, businesses, and public bodies such as Transport for London and the Greater London Authority. You will act as the key liaison between the Council, its partners, and the public, ensuring that engagement activities are inclusive and responsive to community needs.

 

You will be responsible for designing and implementing engagement plans, including public consultations, workshops, and advisory panels, and ensuring that these activities are accessible and representative of the diverse communities we serve. Working closely with the Council’s Strategic Communications Team, you will also lead the development of impactful communication strategies – from press and media coordination to newsletters, website content, and public events – ensuring the programme’s messages are clear, consistent, and compelling.

 

Project management will be central to your work. You will oversee consultants and engagement agencies, ensuring delivery against agreed timelines, budgets, and quality standards. You will also use your analytical and problem-solving skills to anticipate and address challenges, working collaboratively with the Senior Project Lead and the Head of Programme to keep engagement activities on track.

 

Inclusivity and accessibility will sit at the heart of everything you do. You will ensure that engagement formats reach underrepresented voices and that feedback is integrated into the design and decision-making process. You will make sure the Council closes the feedback loop – clearly showing how communities’ input has shaped the evolving plans for the area.

About You:

You will bring advanced expertise in stakeholder management and public engagement, combined with a strong understanding of data analysis, strategic communications, and inclusive design principles. An experienced professional, you’ll have a strong record of delivering large-scale engagement activities within complex environments such as local government, urban development, or the charity sector. Skilled in managing complex stakeholder landscapes, you will demonstrate the ability to build trusted relationships with diverse communities – including underrepresented and marginalised groups – ensuring that every voice helps inform decision-making.

 

Your background will show success in managing fast-paced and politically sensitive programmes, with the ability to navigate uncertainty, anticipate challenges, and problem-solve to maintain momentum. You will have a proven ability to build productive, collaborative relationships with senior leaders and external partners, using your influence to deliver meaningful change and foster shared ownership of outcomes.

 

A confident communicator, you will have the skills to translate qualitative and quantitative feedback into clear, actionable insights that guide both strategy and delivery. You will also have strong facilitation and event management experience, ensuring all engagement activity is accessible, inclusive, and aligned with the principles of the Equality Act 2010.

 

Your excellent written and verbal communication skills will allow you to present complex information clearly and persuasively to a range of audiences. And your creativity and adaptability will allow you to tailor engagement approaches to suit different communities and needs, while maintaining consistency in message and purpose.

 

With strong project management and organisational skills, you will be comfortable leading multiple priorities within a complex programme environment. You will also bring experience in developing and implementing communication strategies using both digital and traditional tools – including websites, newsletters, and social media – to engage effectively across different platforms.
