The Role:

As an Economic Growth Officer for Business Improvement Districts (BIDs) you can make your own powerful contribution to Westminster’s success. 

 

As part of our new Economic Growth team, you’ll act as the council’s key point of contact for the 19 Business Improvement Districts (BIDs) operating across the city - the highest number in any local authority area. BIDs are a powerful and positive force in Westminster, generating hundreds of millions of pounds in additional investment to improve local areas, and support the businesses that make them thrive.

 

With a rapidly evolving BID landscape, this is a unique opportunity to shape how we engage with and support these partnerships. You’ll take the lead in coordinating BID ballot processes, developing a robust partnership framework, and ensuring effective communication between BIDs, the Council, and other strategic stakeholders. You’ll also handle queries from BIDs and their business members, helping to find swift resolutions and maintain strong working relationships.

 

Internally, you’ll work across council departments to align priorities and facilitate a joined-up approach. Externally, you’ll champion the role of BIDs in delivering inclusive growth and high-impact local improvements. This is a dynamic, fast-paced role with real scope to influence how Westminster supports businesses and builds thriving commercial districts.

About You:

You’re someone who thrives on building meaningful connections and getting things done. With a solid background in partnership working across both the public and private sectors, you’ll bring a collaborative mindset and an ability to navigate complex stakeholder environments with confidence. Whether it's government departments, local businesses, or commercial partners, you know how to foster productive relationships that lead to tangible results.

 

You’ll have a strong understanding of economic development or business support, underpinned by knowledge of the current business landscape - including the challenges that enterprises face, the barriers that can hold them back and the opportunities for inclusive growth. This insight will help you work effectively with our Business Improvement Districts and contribute to initiatives that support growth across Westminster’s diverse and dynamic business community.

 

We’re looking for someone who understands the importance and mechanics of BIDs - including the BID ballot process - and who can confidently lead discussions, manage expectations, and support delivery. Your experience here will be key to the role.

 

Project management comes naturally to you. You’re organised, proactive, and able to keep things moving - coordinating stakeholders, tracking progress, and making timely adjustments as needed. You’ll also be comfortable supporting events and preparing reports, using your written and verbal communication skills to share insight, progress, and outcomes with clarity and impact.

 

This is a role for someone who enjoys working in a fast-paced environment and can apply critical thinking and problem-solving skills to evolving challenges. You’ll bring structure, creativity, and focus to your work - along with the resilience to manage competing priorities and the flexibility to adapt as things change.

 

A team player at heart, you’re motivated by shared goals and confident turning strategic objectives into practical, deliverable actions. You’ll know how to manage resources effectively and monitor delivery against agreed targets - always with an eye on ensuring Westminster’s BIDs continue to thrive and deliver value for businesses and communities alike.
