The Environment & Communities Directorate in Westminster City Council is a world of extraordinary stories. Where dedicated people like Grace are using their skills and passion to progress environmental action in the heart of London.
It was at university where Grace first started campaigning for improved recycling facilities, water refill stations, and other eco-friendly initiatives. When she saw the real difference people could make when they came together, she knew she wanted to dedicate her career to community action for the planet.
When she joined us as Principal Engagement Officer, Climate Emergency, she quickly established herself as a passionate advocate for community outreach, engaging various stakeholders across Westminster in the social causes, impacts and solutions to climate change, air pollution, and biodiversity loss.
Grace became a driving force behind our first Citizens’ Climate Assembly, which took place across two weekends in the summer of 2023. Fifty residents were chosen at random from across our diverse communities to come together, learn about the climate emergency, and deliberate how we overcome the barriers to becoming a net zero city by 2040. The assembly produced several recommendations which have informed the evolution of our Climate Emergency Action Plan. Due to the success of this initiative, we’re holding more assemblies to continue community involvement in local decision-making.

The Role:
As a Public Realm Business Improvement Officer you’ll make your own powerful contribution to Westminster’s success. Joining our high profile Public Realm team, it will be your task to identify, evaluate and implement service improvements in our operations, support the delivery of any schemes we work on, and undertake benchmarking exercises that help us assure standards of the highest quality. When processes and outcomes can be improved you’ll introduce appropriate AI, and monitor the financial and non-financial performance of each scheme. We’ll also expect you to review and establish effective business processes, support the performance management reviews and audits of our external service providers, and make an important contribution to planning for resources and capabilities within the team.
You’ll have a wide range of financial administration and general responsibilities – these include supporting and leading on key projects and initiatives that contribute to the delivery of our corporate plans and priorities, and preparing regular reports that monitor KPIs, track progress against objectives and identify any corrective action required. You’ll also ensure any risks are registered and managed appropriately, develop a thorough understanding of business continuity arrangements, and make sure that you and your team are ready to respond to any incident or outage.
But your work won’t stop here – you’ll be expected to comply with all the legal, regulatory, policy and procedural requirements of your role, escalate any concerns you have, and advise on the latest legislation and its likely impact on service delivery. You’ll also monitor quality standards while promoting continuous service improvements, innovation and best practice, and if required, represent the Council on external groups. Committed to ensuring effective project management including clear plans, proactively managed risks and robust performance reporting, we’ll expect you to take responsibility for the on-time and on-budget delivery of the projects you work on. Additional tasks will include drafting and contributing to high-quality reports, policy documents and briefing notes, and responding to Freedom of Information requests, complaints and enquiries.

A confident user of SAP or a finance system and Microsoft Word, Excel and PowerPoint, you should be capable of providing your team and other stakeholders with expert technical advice and knowledge relating to the schemes you’re working on. And while formal qualifications are not strictly necessary for success in this role, you will need to be able to demonstrate that you possess the required skills, expertise and knowledge.
