The Finance Team in Westminster City Council is a world of extraordinary stories, where we go above and beyond for our residents – in all sorts of pioneering ways. Take the Carrick Yard housing development in Luton Street. When a big international building firm couldn’t find a sales partner, we stepped in to create a joint venture partnership and underwrite any unsold units to protect our investment. Then when we felt a big banking partner would be overcharging the venture for financing the development, we decided to finance it ourselves. The result? 171 homes are now under construction, leading the redevelopment of the Church Street area, whilst the council is projecting a potential return on investment of almost 14% – far in excess of anything that can be achieved on cash deposits in current market conditions. 

 

And why does this success matter? Because it allows us to invest even more in public services that are the lifeblood of our communities.

The Role:

As Assistant Finance Manager, you can make your own powerful contribution to Adult Social Care in Westminster – where our passionate, caring and committed professionals do brilliant work every day. Through the difference you make to effective financial management, you’ll play a crucial role in making sure we use public funds more efficiently than ever. Ultimately, it’s all about our mission to support the most vulnerable in our community, by enabling independence and changing lives for the better. We’ll look to you to be a champion of service improvement, outcome-based commissioning and value for money. 

 

You’ll join a small team of finance professionals led by the Strategic Finance Manager for Adult Social Care. The accurate financial information and advice you provide will help us to make informed decisions for the benefit of the whole community. You can expect to work on a range of projects at any given time, while delivering regular activities including closedowns and external returns. With a collaborative spirit, you’ll liaise with – and influence – budget and service managers. You’ll be instrumental in making sure their plans, projects and initiatives have the financial and commercial input needed to be successful.

About You:

Ideally, you’ll be an AAT member who’s either fully or part-qualified with CCAB, CIMA or an equivalent body overseas. You’ll certainly have some experience of supporting a service – from contributing to budget setting, management and monitoring, through to developing integrated costings systems. 

 

Experience of financial modelling, research and analysis, and the production of reports that are accessible to various audiences, would all equip you to make an impact from day one. Some knowledge of project, programme and change management techniques would also help to set you apart. 

 

You’ll certainly bring to the role a flair for time management and delivering to deadlines. Crucially, you have a proven ability to develop good working relationships with budget holders and stakeholders. Your way with people enables you to gain a better understanding of services, so you can forecast and challenge effectively.
