The County Council is leading Oxfordshire’s exciting digital agenda, coordinating across the public sector and with industry to secure Oxfordshire’s future as a world-class connected county, creating an exciting opportunity to join the Planning and Infrastructure Strategy service area.  We are looking for a Programme Manager to manage the Digital Infrastructure Programme Team at Oxfordshire County Council.

 

Supporting our county-wide growth and investment plan by implementing strategies for our digital programme, the role will require you to manage supplier/partnership contracts, working with project managers and virtual teams to control and progress projects, including managing financial and governance processes, reporting, audit, communications with stakeholders and liaising with central government.  

 

An important part of the role is helping to develop and secure funding for future projects – so this is your chance to develop our digital connectivity work on an unparalleled scale.
 
We are looking for someone with experience of partnership working, ideally with telecoms/digital infrastructure context, who can build and develop productive relationships. Strong programme/project management and communication skills are critical to the success of the role.

The Role:

This post is pivotal to the success of the Digital Connectivity programme across Oxfordshire. The post holder will challenge current working practices and have a considerable impact on and benefit for our partner organisations – introducing innovative and effective solutions that will transform the delivery of services countywide.

 

The successful candidate will manage this team, assisting with building bid content to central government for funding projects which will deliver a suite of current and next generation digital infrastructure and connectivity, including: superfast/ultrafast broadband, full fibre connectivity, as well as 5G mobile rollout.

 

The role will shape our digital strategy so that it supports planned and future growth in Oxfordshire and across the Oxford to Cambridge Arc.  Current growth in adopted and emerging Local Plans make provision for over 85,000 new jobs and 100,000 new homes in the county by 2031.  The successful candidate will also play a role in helping to shape the emerging Oxfordshire Plan 2050, which will set out policies for and approaches to growth in Oxfordshire beyond 2031, as part of our wider vision for Oxfordshire.

Post holder responsibilities:

•    Supported by and working with the programme director, to create, manage and deliver key strategic programmes and projects

•    Lead and manage the digital connectivity team

•    Manage supplier contracts, in particular Milestones to Cash reconciliation of supplier invoice processes and audit of supplier claims

•    Provide strategic support to senior management on partnership projects

•    Create, manage and deliver a programme of Digital connectivity projects, working with others to secure the vision and outcomes identified in the Corporate Plan

•    Work with stakeholders to identify the business justification, establishing project objectives and benefits, metrics, risk and financial data

•    Define the project scope, impacts, costs, deliverables and schedule

•    Act as a champion for performance-based culture and change and work with colleagues and partners to achieve the desired outcomes;

•    Foster partnerships to develop effective relationships with suppliers and customers including negotiating on a range of issues

•    Be accountable for relevant streams of programme budgets, ensuring effective and efficient use of programme funding

The successful candidate will:

•    Be educated to degree level or equivalent or have an equivalent level of professional experience, ideally within the telecoms or digital industry

•    Have significant experience in programme and project management, including strong knowledge, understanding and application of best practice programme and project management frameworks 

•    Have extensive knowledge and understanding of performance and business improvement principles and practices, with a strong understanding of continuous improvement and visual management processes, techniques and tools

•    Be able to demonstrate a very high level of commercial focus and understanding

•    Be experienced in development and delivery of transformational change and in developing, implementing and evaluating change management programmes involving multiple stakeholders

•    Have experience in formulating recommendations for senior management and policy makers, implementing proposals and in influencing and persuading senior managers to take specific courses of action

•    Be an effective communicator at all levels and to a wide range of audiences

•    Demonstrate strategic awareness and a good understanding of local government and other public sector organisations’ political and decision-making processes

•    Be committed to driving performance and effective decision-making

•    Have a strong focus on excellent customer service

•    Possess strong team working skills, promoting a clear sense of purpose, motivating others to achieve outcomes and continuous improvement;

•    Be an excellent relationship manager, able to develop and enhance effective working relationships with a range of internal and external Stakeholders, including central Government and partner local authorities

•    Have high level analytical skills and the ability to interpret and communicate complex information, including financial information

•    Meet deadlines and milestones, with excellent time and task management skills combined with ability to work under pressure

•    Be able to embrace change and have an adaptable, flexible outlook in a fast-changing area of business, technology and partnership working.
