An exciting opportunity has arisen to join the Financial Assessment Team as a Team Leader. The Financial Assessment Team is primarily based in Abingdon and carries out the Financial Assessments for all adults who are receiving care from Social Serivces throughout Oxfordshire. Excellent customer service skills are essential to ensure we provide the highest level of service to the people we are assessing. The role is responsible for ensuring the financial assessments are carried out quickly and accurately so you will need to be able to lead the team to work in the most efficient way whilst maintaining a high level of accuracy. You will need to be able to resolve complex queries and diffuse difficult situations where people may be distressed.

Job Purpose:


  • To manage the allocation of work throughout the Financial Assessment Team to ensure Non Residential Visits and Residential assessments are carried out within the prescribed timescales. 
  • To supervise the team members in their allocated function, Non-Residential or Residential, carrying out Appraisals and one to ones in line with OCC policy
  • To manage input of client data to ensure both Residential and Non Residential invoices are generated accurately and on the due date.
  • To work with the Financial Assessments Manager to ensure functional responsibilities are interchangeable between team leaders to allow the Financial Assessment Team to flex as the needs of the business demand. 
  • To liaise with OCC Adult Social Care staff to implement process and procedure improvements and adapt to changes in legislation as identified by the Financial Assessments Manager. 
  • To support the continuous development of the Financial Assessment Team embedding and sustaining change.
  • To be responsible for ensuring that all relevant County policies and procedures are adhered to and concerns are raised in accordance with these policies.
  • To be responsible for ensuring that all County Adult Protection Policies are adhered to and concerns are raised in accordance with these policies.
  • To be responsible for ensuring that all County Safeguarding and Child Protection policies are adhered to and concerns are raised in accordance with these policies.

Role Responsibilities:


  • Ensure all Non Residential Visits are carried out within agreed timescales in order to maximise income to OCC. To manage the prioritisation of booking visits to maximise income through effective planning of visits.
  • Prioritise and allocate Residential Assessments to Assessment Officers to ensure the Service Level Agreements are met.
  • To ensure compliance with Directorate and County Council procedures and practices, particularly in respect of financial control and recording.
  • Assist with the regular audit and review of sample cases thereby ensuring compliance with the agreed processes within the team, the accuracy of assessments and for monitoring customer satisfaction with the performance of the team.
  • Ensure the timely and accurate input of data into the systems used by the Financial Assessment Team, so that both Residential and Fairer Charging invoices are generated accurately and on the due date. 
  • Maintain up to date knowledge of the Care Act and DOH guidance, state benefits, changes to the statutory charging schemes and wider personal finance initiatives, and to apply this knowledge in the maintenance of processes and training, both within the team.
  • Check and authorise and record Assessment Reductions of up to £10k in overall value.
  • Check and authorise and record client refunds up to £10k in overall value. 
  • Generate the monthly client Residential or Non-Residential invoice runs.  To manage the creation of the interface file for the IBC to ensure that ASC clients are billed in a timely and accurate manner.
  • Contribute to the continuous improvement of working practices within Oxfordshire County Council.
  • Ensure any health and safety issues are communicated to your manager and to take reasonable care of the health and safety of yourself and other people who may be affected by your acts or omissions at work. 
  • Assist the Financial Assessments Manager to work effectively with partners and stakeholders promoting and developing a strong partnerships agenda. 
  • Assist the Financial Assessments Manager to work with other Managers both within and external to the Financial Assessment Team to contribute to the development of directorate strategies.
  • Assist the Financial Assessments Manager to ensure the service operates cooperatively and constructively across service boundaries to achieve the Directorate objectives
  • Deputise for the Financial Assessments Manager as appropriate to include attending meetings and/or events as required.

Oxfordshire County Council is re-organising office accommodation across the county, and the location of this post may change. The successful applicant for this position will be kept informed by his/her line manager of any proposed change in location


Role Requirements:


Essential Criteria:


Educational achievements, qualifications, training and knowledge:


  • Good standard of general education to A level Standard or equivalent.
  • Ability to use Microsoft Office applications and general IT literacy.




  • Experience of Charging under the Care Act financial assessments and the Benefit Regulations.
  • Experience of supervision of staff.
  • Experience of communicating effectively at all levels of the organisation
  • Experience of dispute resolution
  • Experience of effective resource planning to ensure efficient use of resource to achieve team objectives. 
  • Experience of improving processes or procedures in order to deliver savings or benefits
  • Experience of working with a variety of stakeholders or partners


Job related aptitude and skills:


  • Knowledge of Residential and Non Residential Assessments
  • Knowledge of FNC payments
  • Knowledge of Residential provider payments or similar.
  • Understanding of the Care Act
  • Understanding of Adult Protection, Safeguarding and child Protection Polices.
  • Ability to prioritise, schedule and manage workload for multiple members of staff.
  • Knowledge of all relevant ICT systems in use within the Financial Assessments Team

This role is subject to a satisfactory Enhanced DBS check with Adults Barred List.
