The Role:

As Scheme Development and Programme Manager, you will be responsible for managing all aspects of the development of the A326 Waterside Large Local Major (LLM) highway improvement scheme and to oversee the programme of transport schemes under development in the Hampshire Bus Service Improvement Plan (BSIP). 

 

The A326 LLM scheme is a very large highway improvement scheme under development that is majority funded by the Department for Transport (DfT) and is potentially the largest highway scheme the County Council will deliver in many decades. It is technically complex on multiple levels and presents significant engineering, environmental and planning challenges. As the scheme development approaches a critical stage, with anticipated submission of the Planning Application and Outline Business Case in autumn 2025, an opportunity has arisen for the post-holder to manage and co-ordinate all different workstreams that are part of the scheme development work, as part of a multi-disciplinary project team.

 

The role will also involve establishing and overseeing the programme of capital schemes under development in Hampshire Bus Service Improvement Plan (BSIP). A recent annual settlement of £13m is indicative of a potential future allocation over the next 3 years of a further £40m. Hampshire needs to develop and then deliver a large programme of physical bus infrastructure, bus priority and bus interchange measures. The role will be required to commission and oversee an effective programme of schemes under development.

 

Future ongoing funding for the role is conditional on securing DfT approval to progress the A326 business case through the LLM programme and on the Council continuing to secure BSIP funding. For this reason the post is offered as a one year fixed term position and this will be reviewed in light of future funding success. The post reports into the Head of Integrated Transport, a Service Stream board member accountable as scheme Sponsor on behalf of the Hampshire 2050 Departmental Management Team.
