We are looking for a senior maintenance professional with contract management experience to join the leadership team within our Property Services Operations function.

The Role:

Leading the Property Services Operational Maintenance Team, you will manage the Reactive and Planned Preventative Maintenance (PPM) and associated remedial works activities as well as emergency response across the Hampshire County Council (HCC) estate including the local authority schools.

 

Maintenance is currently delivered through Engineering and Building Fabric Term Maintenance Contracts on our behalf. Currently stepping into the re procurement of the next generation of Term Maintenance Contract (TMC); key responsibilities of this role will be supporting in the procurement activity and subsequent stand up process. You will oversee the entire contract lifecycle, ensuring compliance, setting and monitoring Key Performance Indicators (KPIs), managing costs, and maintaining relationships with the contractors and stakeholders. 


This is a critical and senior role, responsible for managing maintenance and statutory PPM compliance across circa 10,000 buildings over 1000 sites and an annual spend of circa £20 million.  The role leads a team of building engineers and surveyors overseeing this work, ensuring the contracts are robustly managed and that effective relationships with senior internal stakeholders are maintained.

 

HCC’s estate comprises of a diverse portfolio of assets; enabling the delivery of critical public services in schools, corporate office accommodation, libraries, registered care homes, country parks, outdoor centres etc. ranging from contemporary buildings through to historic and listed buildings.   

 

As a public sector organisation delivering essential services, maintaining our buildings, plant, services and equipment so that they remain safe, compliant and functional in a cost effective and operationally efficient manner, is vital.  

About You:

You will be suitably qualified, from property maintenance, facilities management or other construction related discipline and able to evidence recent relevant experience in contract management and  managing large programmes of planned preventative maintenance (PPM) and other building fabric and  repairs.

 

You will be passionate about service excellence and have experience in managing contractor performance; of setting and monitoring against contractual requirements, statutory obligations, and other Key Performance Indicators (KPIs).    

 

You will have strong commercial and financial skills in managing budgets; innovating, identifying areas of technical and digital improvement and of ensuring that asset intelligence is captured through maintenance activity to inform and develop future maintenance plans. Ideally you will have experience in the application of SFG20 to PPM programmes of work.

 

As a collaborative and empathetic leader, you will be able to inspire and lead teams.  Highly self-motivated you will be able to effectively manage and prioritise a busy workload.  You will be able to flex to meet the changing requirements of the role in line with service priorities.  A good networker, you will have the ability to build and maintain effective relationships across a broad span of stakeholders.
