Senior HR Adviser

Job Details:

Job Reference: HCC623083
Salary Range: £40,643 - £45,077 per annum
Work Location: Elizabeth II Court, Winchester (Hybrid Working)
Hours per week: 37
Contract Type: Permanent
Closing Date: 1 February 2026

The Role:

We are bringing together our Casework and Organisational Change teams into a single, integrated function. This newly formed team plays a vital role in supporting directorates with both employee relations matters and organisational change initiatives. The advice and guidance provided by the team empower managers to handle these issues confidently and effectively.

As a Senior HR Adviser, you will support managers across a range of people-related matters. You will demonstrate strong analytical skills, using sound judgement to assess situations, recommend appropriate courses of action, and clearly communicate associated risks to enable informed decision-making.

This is an exciting time to join the team and presents real opportunities to apply your skills and expertise in a supportive and progressive environment where people are at the heart of what we do!

What you’ll do:

You will provide expert guidance, delivery and support of high quality, comprehensive and effective generalist or specialist HR services.

You will support HCC managers by coaching them through employee relations cases and organisational change projects, taking a risk based, solutions focused approach enabling them to make decisions in their manager role within a framework of best practice, HR policy and employment law which ensures minimising financial risk for the HCC and maximising employee performance.

What we’re looking for:

You will bring experience in either employee relations casework or HR organisational change/project management, along with a proactive approach to developing your expertise across both areas. A solid understanding of employment law and the ability to interpret and apply legislation in practical, local government contexts is essential to provide effective support to managers.

Strong organisational skills are key, as you will need to manage a varied workload and balance competing priorities to deliver timely and accurate advice. In addition to working closely with managers, you will collaborate with key stakeholders, including HR Business Partners, to ensure a joined-up approach.

Excellent interpersonal and teamworking skills are essential. You will play an active role in supporting your colleagues as the teams come together - sharing best practices, learning from one another, and contributing to a positive, collaborative culture.

Why join us?

We offer a flexible, motivating and inclusive workplace, where talent is truly recognised and developed. We have created an environment that you can look forward to being a part of and where you are empowered to be your best and believe in creating a workplace built on teamwork where people can grow and develop in their roles.
