Hampshire County Council is seeking a Monitoring Officer (Minerals & Waste) to join our Development Management team within Waste and Environmental Services.

This is an exciting opportunity for someone with an interest in planning, environmental management, geography, geology, surveying, or related fields. 

The Role:

As a Monitoring Officer, you'll play a key role in ensuring minerals and waste developments across Hampshire operate in accordance with planning permissions and environmental requirements. Working alongside experienced planning professionals, you'll help monitor sites, investigate concerns, support enforcement action, and contribute to the sustainable management of Hampshire's mineral and waste resources.

What you’ll do:

Your responsibilities will include:

• Conducting site monitoring visits to quarries and waste facilities.
• Investigating complaints and responding to enquiries from residents, councillors and stakeholders.
• Supporting planning enforcement activities and preparing evidence for appeals where required.
• Processing minor minerals and waste planning applications.
• Assessing submissions relating to planning conditions and non-material amendments.
• Building positive relationships with site operators, local communities and partner organisations.
• Maintaining accurate monitoring records and casework documentation.

What we’re looking for:

We're looking for a proactive and organised individual with strong communication skills, an interest in planning and the environment, and the ability to manage their workload effectively.

Essential:

• Educated to A level standard or equivalent.
• Full driving licence/ ability to meet the travel requirements of the post.
• Interest in minerals and waste development.
• Good understanding of IT systems and packages.
• Good communication and interpersonal skills and the ability to use appropriate approaches in given situation's.
• Ability to manage own workloads to strict deadlines.

Desirable:

• Degree or qualification in relevant subject or discipline (such as Geography, Geology, Environmental Sciences, Earth Studies, Surveying etc.).
• Interest or experience in minerals and waste planning.
• Political awareness.
