An exciting opportunity has arisen for an HTM Fleet Manager to join our Hampshire Transport Management (HTM) Team at Hampshire County Council.

The Role:
As HTM Fleet Manager, you will provide strategic leadership and operational oversight for the entire HTM fleet and workshop network. You’ll ensure all fleet operations - including procurement, maintenance, compliance, and performance management - meet the highest standards of safety, efficiency, and value for money. You’ll lead and develop the Area Workshop Manager and their teams, drive continuous improvement, and ensure the achievement of financial and operational targets.
You’ll play a key role in staff development, performance monitoring, and innovation, as well as collaborating with Hampshire County Council, third parties, and contractors.
What you’ll do:
- Lead and manage the HTM fleet and workshop network, setting vision, strategy, and objectives in line with Hampshire County Council’s goals.
- Oversee compliance with Health & Safety, COSHH, Operator’s Licence, and all statutory and regulatory frameworks.
- Lead on procurement, replacement, and disposal of fleet vehicles, plant, and related contracts, ensuring best value for money.
- Drive the adoption of new technologies, sustainability initiatives, and digital fleet management systems.
- Monitor and report on fleet performance, including utilisation, maintenance, downtime, and cost efficiency.
- Manage the budget, ensuring cost control, forecasting, and delivery of financial targets.
- Act as the Council’s lead contact for fleet and compliance-related audits, inspections, and regulatory interactions.
- Liaise with internal and external customers, providing expert advice and resolving complex technical or operational issues.
- Foster a of learning, innovation, and high performance across the fleet and workshop teams.
What we’re looking for:
- Significant experience in fleet management at a senior level, ideally within a local authority or large public sector organisation.
- Transport/Fleet Management qualification.
- Proven leadership and people management skills, with experience of managing managers and multi-site teams.
- In-depth knowledge of fleet operations, vehicle maintenance, compliance, and statutory requirements.
- Strong financial management, analytical, and reporting skills.
- Excellent communication, negotiation, and stakeholder management abilities.
- Up-to-date understanding of Health & Safety, Duty of Care and transport legal requirements.
- Experience in coaching and developing team members to maximise performance and foster a culture of learning and problem solving.
- Adaptability and resilience in changing operational environments or during periods of organisational transition.
- You will be required to travel to various locations within Hampshire (and the Isle of Wight or other local authority), and it is essential that you have a current drivers’ licence and access to a reliable vehicle on a regular basis; HGV/LGV licence desirable.
- Level 3 Award in MOT Test Centre Management is desirable.
