An exciting opportunity has arisen to join our Emergency Planning and Resilience Team at Hampshire County Council.

The Emergency Planning and Resilience Team plays an important role in delivering emergency planning and business continuity advice, guidance and support internally and externally to partners and communities.

The Role:

To support the delivery of the County Council’s statutory functions under the Civil Contingencies Act (2004) including developing and reviewing emergency plans and testing and exercising arrangements.

What you’ll do:

  • Assume responsibility for multiple workstreams within the Emergency Planning and Resilience Team’s work plan
  • Provide business continuity advice and training for internal directorates and services
  • Contribute to the work of the Emergency Planning and Resilience Team internally within the County Council and externally with partners of the Hampshire and Isle of Wight Local Resilience Forum
  • Write and review emergency plans, both internally and externally with the Local Resilience Forum
  • Develop and deliver training packages and exercises internally and externally with a variety of stakeholders
  • Develop and maintain collaborative working partnerships internally and externally with stakeholders
  • Be part of a duty on-call roster undertaking out of hours duties once every six weeks, or as staffing requires, providing a point of contact for internal directorates and external partners including the emergency services

What we’re looking for:

  • An understanding of the roles and responsibilities of Local Authorities in relation to Emergency Planning, Resilience and Response is desirable, combined with a working knowledge of Local Resilience Fora. The post holder will need to work with the wider Emergency Planning and Resilience Team to ensure that the County Council are prepared to respond to disruptive challenges
  • Communication skills are essential to this role; for example, oral skills will be required for delivering training, exercises and presentations internally and externally, whilst written communication skills will be essential for writing presentations, debrief reports, exercise reports and emergency plans
  • The role will require participation on an on-call duty roster undertaking out of hour duties
  • Have an awareness of the political elements and sensitives in the sphere of emergency planning and disaster management
