Creativity isn’t something that only senior managers do. In Digital and Innovation at Westminster City Council, we expect it from everyone, including our newest recruits.
Enter Anakha, a graduate trainee, full of energy and fresh ideas. We welcomed her input to our Smart City initiatives, especially our Innovation Hub – a newly created space where staff, residents and businesses can meet, experiment and exchange ideas.
But it was what happened next that really made a difference. Anakha’s innovation space project was used to invite young people to help them find work through the Kickstart programme as well as to recruit young people to our Tech Lions initiative, and is regularly occupied by the Apprentice community.
We’re also inviting residents aged 11-19 from the Westminster Youth Council to the Hub to attend a fun ‘speed dating’ event, where they hear from different digital teams. We’ll continue to meet with them every week to keep them directly involved in our plans to ensure young people have a regular voice at the heart of the council. From the importance of electric vehicle charging points to new uses for tech, their insights about the kind of city they want to live in are central to our plans.
As for Anakha, she’s now moved into a permanent Project Manager role in the Digital and Innovation Smart City team. Supported by ongoing mentoring from colleagues, she’s already developing even bigger and better ideas.
The Role:
As a Senior Delivery Manager, you’ll make a powerful contribution to Westminster’s success, as part of Digital and Innovation, who work with services across the council to deliver fantastic customer experience, alongside robust and innovative technology and digital products.
We are recruiting for three Senior Delivery Managers: two in our Report It product team and one in our Smart City product team; guiding and coaching product squads to deliver their best work.
‘Report It’ uses AI technology to make it quicker and easier to report issues on Westminster’s streets, including dumped rubbish, overflowing bins, graffiti, street cleaning issues and more.
Smart City data platform was created to aggregate, process, analyse, publish and share data both within and beyond the council to improve social and economic value. It includes product lines which focus on Air Quality, Climate emergency and Net Zero, and Noise monitoring.
You’ll be pragmatic and have a problem-solving attitude to help us develop and deliver our roadmap.
You’ll monitor and manage budgets and be responsible for performance and governance reporting.
You’ll set the culture and ways of working within your product squad, and act to resolve any issues fairly and swiftly. You’ll have relentless drive to create high performing teams with psychological safety.
As Senior Delivery Manager, you’ll be committed to taking an active role in our delivery management discipline and community of practice. You’ll be an expert in agile working and will coach delivery managers and help them to improve the way they do things. You’ll drive consistent quality and establishing good practices in delivery.
We’ll also expect you to work to get best value from our digital, data and technology partnerships, and work to help us learn and continue to improve the culture of our organisation.

About You:
You’ll have worked on complex and fast paced product delivery with defined outputs and timelines and have a high level of experience working in agile, multi-disciplinary product teams.
You’ll have a deep understanding of user-centred and service design, knowledge of cloud technology, architecture, software practices and the cross-government DDAT framework.
You should possess good budget management skills and have the confidence to identify and address complex risks. You’ll have familiarity with the cross-government digital marketplace and government procurement methodologies and be able to negotiate confidently with suppliers to make sure the council gets the best possible value for money.
Your excellent interpersonal and communication skills will allow you to build influential relationships with our internal and external users, suppliers and partners at senior management level.
You’ll also be capable of coaching, mentoring, line-managing and creating a positive working environment in which equality and diversity are embedded in the team’s work, and staff are empowered and motivated to achieve good outcomes.
You’ll be an active listener and possess the ability to explain complex ideas clearly to a wide range of audiences and support good communication within and from the team.
