The Finance team in Westminster City Council is a world of extraordinary stories, where we go above and beyond for our residents – in all sorts of pioneering ways. Our work has the ability to have a profound impact on residents’ lives. By being smart and courageous with the council’s finances means we can achieve more for our residents.

Take the Carrick Yard housing development in Luton Street. When a big international building from couldn’t find a sales partner, we stepped in to create a joint venture partnership and underwrite any unsold units to protect our investment. Then when we felt a big banking partner would be overcharging the venture for financing the development, we decided to finance it ourselves. The result? 171 homes are now under construction, leading the redevelopment of the Church Street area, whilst the council is projecting a potential return on investment of almost 14% - far in excess of anything that can be achieved on cash deposits in current market conditions.

And why does this success matter? Because it allows us to invest even more in public services that are the lifeblood of our communities.

The Role:

COMMERCIAL MANAGER 

As a Commercial Manager you can make your own powerful contribution. With some of the largest, highest profile and innovative tenders in the Westminster going through our Procurement Team, this is your chance to get involved in projects that will shape the face of our capital projects for the future. From Church Street to Oxford Street and others, you will have the chance to lead on large scale programmes, often above existing EU thresholds.

You will manage quotations and tenders to their successful conclusion, enhancing our reputation as knowledgeable and astute commercial operators in the process. At all times, you’ll mitigate risk and compliance through adherence with local policies and standards.

This is our highest spending service and we’ll expect you to be strategically involved in its development, building key relationships, influencing projects, and delivering valuable advice and support to our team. We’ll look to you to build robust evaluation models that enable us to achieved desired outcomes and best value for money, with a particular focus on sustainability and social value.

About You:

We are looking for someone with heightened commercial acumen, able to think flexibly and creatively – and of course, you’ll be able to show examples of delivering projects to tight, pressurised deadlines. 

Your experience in procurement, finance or commissioning has given you the deep knowledge of the end to end process and key inputs required to complete and deliver a tender successfully, including those covered by PCR regulations. You also be able to understand statements of requirements, specifications or contracts containing technical or commercial requirements – either across a range of different services, or within a specialist area, such construction.

You will be the kind of person who’s always developing themselves professionally. Join us and, as well as making a major impact on large-scale, high profile tenders and contracts, you can expect to develop even further – both professionally and personally. You should have or be working towards CIPS level 5/6 or equivalent professional qualification, although we do also consider relevant experience.
