The Role:

This role will oversee and lead a team of up to eight community development officers to:

  • To build, maintain and develop trust between the borough’s communities and the Council.
  • To maintain a visible presence in the community 
  • To be a point of contact for local organisations and community groups, acting as a conduit between them and the Council and other service delivery organisations. 
  • To use insights from outreach activity to inform service delivery and policy development
  • To support community engagement work, by helping to build capacity and promote good practice across the Council.

About You:

There is no tragedy which has touched the heart of all levels of government and society in quite the same way as the Grenfell Tower fire: nor one which will have such lasting and profound impact for so many. 
We are looking for highly committed and talented individual to lead and shape a new Community Development team working across the borough of Kensington and Chelsea, and play a key part in defining a new, trusting and positive relationship between the Council and local communities. 
You will lead the delivery of an ambitious Community Development Programme of work across Kensington and Chelsea and support the development and implementation of a forward looking Community Engagement Strategy and take a lead role in taking forward our newly established Council wide Community Engagement Network.
As one of three Managers in the Community Engagement Team you will enjoy collaborative working across multiple service areas in the Council and contribute to achieving the high standards we have committed to in our Council Plan.
Working hand in hand with local residents, local organisations, and statutory partners, you will build, maintain and develop trust between the borough’s communities and the Council through practical action delivered by Community Development Officers on the ground, establishing new ways of working, and supporting the development of civic dialogue between residents and with the Council and other agencies. 
The Community Engagement Team has a key role in providing support across multiple Council teams and services, and we see opportunities for the Community Development Manager to increase the evidence and impact approaches we use.  The Community Development Manager will also work strategically to attract and embed good practice community development internally, while ensuring the service shares its strengths locally among our partner organisations and keeps pace with national lessons, approaches and opportunities.

Role Requirements:

This role will not come without its challenges – the borough is aware of the need to rebuild trust with an entire community. The team will need to tackle complex and diverse issues as they emerge, with integrity, judgement and a strong sense of purpose.
We are looking for a confident and capable individual with a proven track record of delivering and leading successful community engagement activities and projects. You will have excellent skills in planning and delivering projects and strong communication skills. 
Above all, you'll be driven by the passion to make a difference, inspire trust and have an empowering approach that gets the very best out of people. Furthermore, you will be sensitive and empathetic to the varied needs of individuals and communities.

We work in partnership with Hampshire County Council (HCC) who deliver many transactional services on our behalf. Although most communications will be from HCC, all selection and appointment decisions will be made by RBKC. Certain services are shared across more than one Council area to nearby neighbouring Authorities. This enhances delivery and reduces costs.
