The Hammersmith & Fulham Business Intelligence Service has taken ambitious steps forward in implementing new BI infrastructure to support BI & analytics across the organisation. The service is looking for an experienced Senior BI Developer to join the team to lead on the technical development of end to end solutions. This is an exciting opportunity to join a service which is continuously looking to improve the utilisation of data and technology within the organisation. Knowledge of working in an agile/scrum environment is essential. This role will also be line managing BI Developers within the service. Role Responsibilities:

General

  • To manage the implementation and ongoing development of the Business Intelligence and Analytics system within LBHF.
  • To work with the Head of BI to drive forward and enable the development and delivery of the system.
  • To keep up to date with best practise in business intelligence to drive forward the implementation of any necessary improvements.
  • Manage budgets, licenses and contracts for the system and staff supporting the system including self-service BI licenses throughout the organisation.
  • Overall responsibility for the information governance and security within the new system. Including responsible for ensuring that Privacy Impact Assessments are carried out and signed off for all appropriate projects.
  • Ensure that all information and data governance procedures and policies are followed and adhered to.
  • Design and develop innovative solutions to problems faced by the organisation.
  • To carry out quality assurance and user acceptance testing by creating test plans and managing the execution of testing.
  • To oversee the maintenance of the data and solutions deployed within the system.
  • Responsible to ensure all procedures, processes and documentation are adhered to in developing and maintaining the system.
  • Responsible for ensuring all issues and problems within the system are resolved by the appropriate party.
  • To ensure knowledge transfer to other IA Team members.
  • To work across the organisation and partnership to implement the new technical solution.
  • To engage with senior managers to understand their business requirements and deliver solutions that meet their department’s needs.
  • Ability to translate complex business requirements into operational analytical solutions.
  • To complete work that contributes to divisional saving and commercial income targets.
  • Lead and deliver on projects involving the management of data and development of data reports.
  • Identify and develop innovative solutions to improve the efficiency, effectiveness and automation of reporting processes.
  • Work closely with others to clarify changing requirements. Identify, recommend and support the development and delivery of improvements. Contribute to the development and implementation of policies, procedures and systems.
  • Lead projects or improvement programmes, or contribute to the delivery of larger projects.
  • Develop good working relationships and communicate effectively with internal/external organisations and stakeholders. Represent specialist area internally and externally. Model, demonstrate and promote good practice relevant to the role.
  • Manage both the on premise and on cloud components of the system.
  • To carry out the role of a product owner or scrum master within a scrum team. To champion agile and scrum within the team ensuring that the team is constantly delivering and improving.
  • To represent the Head of Business Intelligence at any appropriate external meetings.
  • To actively support the commercial operations for the BI service delivering products off site when appropriate.

Additional Role Responsibilities:

Data Warehouse

  • Act as the technical lead for the service with overall responsibility for data architecture.
  • To design data sources and solutions both physically and logically.
  • To create, test, deploy and monitor ETL packages in SSIS.
  • Manage the day to day running of the data warehouse including all design, development and deployment tasks.
  • To create and maintain relevant data structures within the data warehouse including a data mining and dimensional structure.
  • To have overall responsibility for Team Foundation Server ensuring that all development activity adheres to the team’s processes.
  • Routinely carry out data quality checks and generate automated data quality reports for each data source within the data warehouse
  • Develop advanced data matching rules and technologies.
  • Investigate and implement data management cloud based solutions.
  • Ensure that the data warehouse is maintained on a day to day basis.
  • To create and maintain an information governance matrix.
  • Ensure that documentation is completed to support all components of the data warehouse.

Advanced Analytics Stack

  • Design, develop and maintain data mining structures within the stack.
  • In partnership with analysts within the team deploy appropriate algorithms across the stack managing the outputs of models.
  • Routinely monitor the performance of the advanced analytics stack ensuring the algorithms remain high performing and fit for purpose.
  • To keep up to date with the latest developments in advanced analytics and new algorithms.
  • Investigate and deliver new advanced modelling techniques across the organisation.
  • Support the Analysts within the team in creating analytical BI solutions.

 Self Service BI

  • Manage the roll out and implementation of self-service BI across the organisation.
  • Ensure that customer requirements are collected and translated into viable solutions.
  • Shift demand from the BI Service to the self BI tool freeing up time and resource.
  • Ensure that self-service BI meets the demand of the organisation, drives service improvement, and keep up to date with the latest technologies.
  • Develop and maintain procedures and systems to monitor the use and impact of self-service BI in LBHF.
  • Create and develop SSRS reports when and as required.

Role Specific Qualifications:

Essential:

  • Educated to degree level or equivalent in relevant subject or can demonstrate significant experience in professional setting.

Desirable:

  • Appropriate postgraduate qualification
  • Appropriate software training – SSIS, SSRS, SSAS, FME, SharePoint, GIS, Power BI, Azure, Azure Machine Learning, Azure Data Factory
  • Appropriate programming training – SQL, T-SQL, R, Python
