Hampshire County Council requires an experienced Solution Designer/Solutions Architect to join its Infrastructure Delivery Team. The successful candidate will be responsible for the development of solutions built on enterprise class platforms to meet business requirements, corporate strategies and architectural standards.


You will be well versed in solution delivery lifecycles and be technically accountable for the successful implementation of your solutions through to launch, completing design documentation and identifying and managing risks and architectural issues through to closure. Strong presentation skills and the ability to engage with stakeholders at all levels is essential.


You will be a member of a supportive and talented team, acting as a trusted advisor to colleagues at all levels across IT and the wider business. You will also work in project teams to lead the technical shaping of projects at early stages, supporting development of business cases by providing solution options and costs and helping create plans for delivery. 

With strong analytical skills and an aptitude for learning unfamiliar technologies, you will have a proven ability to quickly familiarise yourself with new technologies, understand opportunities these present and lead their implementation supported by other subject matter experts.

Job Purpose:

Support the successful delivery of Hampshire County Council project initiatives through utilisation of effective design principles across varied programmes of work including transformation, regulatory and BAU areas which underpin the high quality public services provided to Hampshire citizens and its visitors. All projects are governed within an ITIL environment following strict change and service management processes whilst adhering to internal and external compliance requirements including ISO27001, PCI and PSN frameworks.

Role Responsibilities:

  • Liaise with IT and Key Stakeholders helping to understand / set high level scope for each proposal
  • Research options and make high level recommendations on delivery methods
  • Liaise with the Enterprise Team to ensure standards and future direction are met, making recommendations and initiating change that brings significant value to the business.
  • Provide feedback in likely achievement against business case
  • Take technical leadership role for large, complex IT projects and operational developments, with budgets up to and exceeding £1M.
  • Collaborate with Business Partners, Programme and Project Managers to deliver: Fully costed technical designs for new IT Systems and operational upgrades, business cases and tender documentation for new works, creating tasks and resource estimates.
  • Provide detailed solution specifications for projects delivering new infrastructure and application services as well as operational upgrades ensuring compliance with relevant technical, architectural and operational standards e.g PSN, ISO27001 and PCI policies.
  • Present proposals, for IT architecture and organisational approval, clearly at the appropriate level for all audiences.
  • Technical QA review of all Service Operations detailed infrastructure designs.
  • Provide detailed technical security consultancy for key HCC and partner projects.
  • Support 3rd level teams on complex technical issues across all areas of IT.

Role Requirements:


  • A degree and/or; formal industry recognised qualifications and/or; significant recent and relevant experience of working in a complex IT environment
  • Experienced in Enterprise grade IT solution design and delivery using a wide range of technologies
  • Significant background knowledge and design experience / skills
  • Ability to act as SME against a wide range of proposals, technical and business areas
  • Ability to work with BA’s and stakeholders to specify a high level design
  • Good communication skills – including verbal, written and facilitation skills
  • Experience of handling multiple tasks running concurrently with varying complexity, time constraints, impacts and risks
  • Experience of early planning, estimation and cost modelling
  • Team player with good facilitation, listening and influencing skills
  • A self starter, capable of managing a demanding workload in a dynamic environment



  • Professional qualifications relating to Microsoft, Citrix, VMware, Linux or Cisco
  • A good grasp of security, platform, networking and storage essentials

  • Familiarity with elements of HCC’s key technology stack: Microsoft Azure, Microsoft Office 365, Microsoft Windows 10, Windows Server 2016, Citrix Xenserver, Xendesktop, Netscaler, VMWare ESXi 5+, Microsoft Hyper-V, AppV

Working Conditions:
