An exciting opportunity has arisen within the IT Project and Programmes team for several Senior IT Project Manager positions to lead on the delivery of critical projects supporting the council's transformation agenda.  The successful candidates will be working with multidisciplinary teams across a range of projects to transform the way we deliver our services to Hampshire Residents. 

As a highly experienced Project Manager, you have proven expertise in delivering IT solutions to a variety of customers; leading complex, high profile, time dependent projects to successful delivery. 

You have strong stakeholder management skills, building and maintaining trust and confidence from your Project Boards.

As an excellent communicator, you can demonstrate control of the project delivery through managing project tolerances, utilising project standards and tools to ensure clear governance.

A natural leader, you will take a senior lead on major projects and drive high performance from your project team, successfully managing risk and issues, and maintaining control of the project. You will have direct line management responsibility of less experience project managers, so the ability to delegate, coordinate and motivate others will be essential to the success of this role.

You are comfortable speaking to both technical and business colleagues and able to understand and interpret complex IT issues for the relevant audience.  You are comfortable reporting to senior management / directors.

Role Responsibilities:


  • Manage and successfully deliver of large and complex projects, ensuring in line with agreed standards, providing fit for purpose solutions within time, quality and budget constraints
  • Successfully manage project stakeholders developing strong relations with the key stakeholders and project board members
  • Demonstrate strong control of the project delivery, agreeing and managing projects tolerances, utilising project standards and tools to ensure clear governance
  • Manage projects for a variety of customers and partners and often a range of projects concurrently
  • Co-ordinate project resources including internal, 3rd party and customers in the successful delivery of projects
  • Identify and manage any project risks, providing appropriate controls and escalation
  • Deliver project documentation and communications to a high standard
  • Develop a detailed project plan to monitor and track progress
  • Lead all stages of the project, development plans (overall project plan, test plan, implementation plan)
  • Provide expert information and advice on potential project approaches in response to customer/corporate requirements
  • Work with programme and portfolio managers, other project managers, technical leads and customers to ensure dependencies on other projects are identified and managed
  • Manage smooth transition of projects into operational business as usual
  • Ensure projects reflect corporate strategic aims and priorities, deliver benefits and identify potential impacts for the organisation
  • Provide quality assurance, project health checks and monitor performance of projects, providing reports to senior management/members as required
  • Carry out project reviews / health checks
  • Line management of other project managers
  • Provide mentoring to less experienced staff
Role Requirements:
  • Good standard of general education, degree level is desirable or equivalent industry recognised qualifications
  • Extensive experience in a professional IT environment
  • Proven working experience in project management
  • Competence in managing others, including development and motivation
  • Strong competence in financial management
  • Significant skills and experience of managing end to end delivery of large, complex projects
  • Effective communication skills at all levels, including oral, written, presentation, briefing and influencing others
  • Experienced in the preparation of reports for senior management
  • Able to establish effective working relationships with people at all levels
  • Creative and innovative and able to apply this to produce business relevant solutions
  • Self motivated and committed to ongoing personal development
  • PRINCE 2 qualification
