Job Details:

Salary Range: £55,515 - £74,885 per annum (inclusive of a market supplement of up to £12,400)

Work Location: Elizabeth II Court, Winchester

Hours per week: 37 

Contract type: Permanent

We have an excellent opportunity for a forward-thinking, experienced leader to join our specialist SAP functional team as a SAP Functional Manager at Hampshire County Council (HCC).  

This role offers a unique opportunity for the right individual to lead our highly performing SAP functional team (HR, Payroll, PTP, Finance), playing a critical role in delivering essential technical services to Hampshire County Council and its partner organisations. Effectively managing BAU, projects and large programmes of work, you will ensure that benefits are realised and maximised. 

You will lead a large team responsible for configuring, supporting, and maintaining the SAP systems and applications supporting a shared service centre, which provides Payroll, HR, Finance, and procurement services to around 90,000 users, across several partner organisations.



A strategic thinker with excellent communication skills, you will be equally comfortable engaging with business and technical audiences. You will be resourceful and capable of managing your own personal development and playing a key role in the development of staff through coaching and mentoring.

Your Responsibilities:
  • Lead on and design, develop, manage and maintain delivery plans supporting Shared Services and corporate programmes of work, liaising closely with project teams and key stakeholders.
  • Take responsibility for delivery of agreed programmes of work to timescale, cost and quality.
  • Report progress to customers, programme and project boards, management teams and others.
  • Provide consultancy on the implications and impact of delivering IT enabled change.
  • Development / QA of all required Programme/Project documentation.
  • Manage SAP systems’ configuration and support, ensuring 2nd and 3rd level support is maintained and delivered in the most cost-effective way to customers and partners.
  • Manage suppliers to ensure optimal contract efficiency and quality of service.
  • Monitor and influence how service income is spent to ensure the service is delivered as efficiently as possible and that it remains fit for purpose.
  • Contribute to the planning of future services.
  • Problem-solve and respond to escalations, taking decisions on remedial actions to address service and development issues.
  • Liaise with other application and service users externally to share knowledge, drive efficiencies and improve supplier performance.
  • Create programme resource plan and facilitate the initial allocation of staff with team leaders and the resource management team.
Your skills and experience:


  • Significant Team Management experience in an SAP context.
  • Willingness to work flexibly, reacting to business needs.
  • Ability to work on your own initiative to solve complex issues, often without much information.
  • A methodical worker who pays attention to detail.
  • A team player, able to work effectively, openly and supportively with a range of IT and non-IT colleagues of all levels.
  • Experience of working within a controlled project environment.
  • Effective communication & interpersonal skills including oral, written and presentation skills, influencing through information and advice.
  • Ability to establish effective working relationships at all levels.


  • A degree and/or formal industry recognised qualifications or relevant experience.
  • Team management skills
  • A detailed background in one or more SAP applications or functional areas
  • Understanding of SAP configuration and transport processes
