Commercial Property Legal Team

We have an opportunity for a qualified Project Legal Adviser to join our friendly, highly valued Commercial Property Legal Team here at Hampshire Legal Services within Hampshire County Council.

This is an exciting opportunity for a qualified Solicitor, Barrister, or Legal Executive to join a supportive, high functioning team with a genuine sense of community.

Job Purpose:

To support the delivery of a legal service that meets the business needs and objectives of the Commercial Property team, whilst ensuring corporate priorities are met within legal compliance constraints.

To provide legal advice to the County Council’s departments, Pension Fund and other external clients such as HFRA and the Police.

To lead the more complex and high value property-related cases as well as projects of major corporate significance for the Team.

Role Responsibilities:
  • Being responsible for a caseload involving a significant proportion of high value  property-related transactions.
  • To develop an understanding of client needs for legal support through involvement in the client service planning process.
  • Working with clients to identify options for maximising outcomes and efficiency through relevant legal frameworks.
  • To support service development, improvement and innovation. 
  • Developing policy, capacity and business practices within the Team and across Hampshire Legal Services.
  • To consistently provide genuine commercial advice and support as appropriate to casework that is within the area of the service provided by the Team.
  • To enable client departments to take greater responsibility for appropriate tasks that would otherwise have been referred to Hampshire Legal Services.
  • To generate new external income and recover costs wherever practicable, including new client development and the attendance at networking events.
  • To ensure all relevant corporate initiatives and legislation are considered in the advice and action recommended to clients.
  • Identify and advise clients when actions are likely to cause the Council to act unlawfully.
  • Advising on reports and recommendations to ensure that business objectives are achieved through relevant legal frameworks.
  • Giving professional advice and guidance to Team members.
  • To keep up to date with developments in law especially within particular area of competence and to effectively facilitate training workshops to departments in order to share expertise and contribute to the provision of an efficient service.
  • To promote the Vision and Purpose of Hampshire Legal Services.
Role Requirements:
  • Qualified Solicitor, Barrister, or Legal Executive with at least three years post-qualification experience
  • Capacity to understand the Vision and Purpose of Legal Services and the Staff and Service Charters.
  • Excellent interpersonal skills including the ability to persuade and influence and maintain the confidence and trust of clients.
  • Good understanding of the concept of client care with evidence of having applied this in practice.
  • Strong analytical thinking and problem solving skills. 
  • Ability to analyse and present complex issues to individuals, small and large groups.
  • An understanding of the clients business and service objectives.
  • In depth knowledge of legal frameworks and current legal issues and their relevance to the work of the Commercial Property Team.
  • A customer focused approach with the ability to relate to people at a professional peer level.
  • Effective negotiating and influencing skills.
  • Ability to assess and evaluate business risk, and to present legal risks in the context of the client’s business.
  • Ability to initiate change and manage the process to achieve desired outcomes.
  • Be politically astute at all levels in the organisation.
