Hampshire County Council are actively seeking an IT Infrastructure expert and natural leader to take on a unique opportunity to be the Network Operational Manager. You will be joining the IT Service Delivery Function and will contribute your skill and technical understanding to the service during a time of exciting technological change.


The successful candidate will have a strong technical understanding of a broad range of network related services (switching, WiFi, firewalling, WAN, LAN, security and hybrid cloud technologies) and have extensive exposure to a wide array of industry-standard technologies and processes, resulting from previous expertise of working with critical production infrastructure in a large scale (10,000+ users), complex enterprise context.


You will be experienced at leading without authority and holding suppliers and internal teams to account for delivering high quality services. Working in partnership with key stakeholders across the IT Department, you will enable the network to move to modern methods as part of our exciting transformation, ensuring services remain robust and available for our critical front-line services.

Role Responsibilities:
  • Operational manager for corporate HCC managed networks and WAN
  • Own the capacity management process for all aspects of The Network (including related ancillary services – DNS, DHCP, cyber security)
  • Ensure that financial and budget planning is in place to meet the capacity requirements, and that suitable cost recovery is in place to fund growth
  • Provide design sign off for services identified to have an impact on resilience, performance, security or capacity of any aspect of HCC managed networks, or integration with the WAN
  • Ensure roadmaps are in place for network maintenance and make well timed interventions into issues and opportunities around the IT infrastructure
  • Coordinate resolution of critical WAN incidents and associated follow on tasks with the supplier
  • Drive additional value out of existing maintenance and support contracts for networking components and services
  • Provide technical oversight for aspects of the WAN service which interface with HCC managed networks, representing the operational service at the regular service reviews
  • Develop and maintain a documented road map for the networking products that we support; ensuring that these plans are understood and followed by members of the wider team
  • Work closely with the network architect in the Enterprise Architecture team to define future strategy for ‘The Network’
  • Support the Cloud Operations Team Leader in defining the operational standards for networking aspects of cloud exploitation, acting as a deputy for this post holder
  • Mentor less experienced members of the team and feed into development plans at a team level where there are skills gaps
  • Provide strong technical governance and technical leadership to business as usual workstreams across a wide range of existing and emerging technologies
  • Be a role model across the IT department for technology awareness, excellent customer service, inspiring new ways of working and professional behaviour from colleagues
  • Build good relationships across IT and supporting teams in the rest of the organisation, working across team boundaries to achieve good outcomes
Role Requirements:


  • Good standard of general education
  • Normally a degree and/or formal industry recognised qualifications
  • Strong technical knowledge resulting from previous working experience supporting critical enterprise scale network infrastructure with associated complexity.
  • Experience with managing and maintaining connectivity to cloud infrastructure platforms in a hybrid cloud configuration.
  • Experience in managing suppliers to deliver contracted outcomes.
  • Experience of delivering through others – including peer reviewing, providing quality assurance, giving constructive feedback and setting standards for colleagues to follow.
  • Experience of providing technical leadership to technical colleagues during major operational incidents.
  • Excellent communication, influencing and negotiation skills at all levels both inside IT and across the business.
  • Experience of handling multiple tasks running concurrently with varying complexity, time constraints, impacts and risks.
  • Have the stamina and resilience required to operate in a busy, fast paced team.
  • Proven experience of delivering effective and usable technical and process documentation for colleagues


  • ITIL Foundation
  • Prince II Found
  • Excellent understanding of risk management techniques.
  • Experience working in an ITIL environment with core processes (change, configuration).
Working Conditions:
  • Display Screen Equipment User (both Desktop and Laptop PC)
  • Occasional Lone Working
  • Occasional Manual Handling of Objects up to 15kg
  • A flexible approach to achieve tight deadlines and maintain SLA’s (Service Level Agreements) may require working additional hours by agreement
  • May involved working away from HCC premises
