Hampshire’s Library Service is one of the largest in the country with a book fund of £1.5m. The portfolio includes forty-eight libraries, and four libraries run by community partners.  Hampshire holds around 1.7 million items of stock, provides an eBook lending service and a wide range of eResources used by around 200,000 customers.  


Travel will be part of your role, visiting Hampshire Libraries to build confidence and provide training to branch staff in the use of Library IT systems and understand requirements for development projects.  We are looking for an enthusiastic individual who is confident  working with technology and has gained some experience in an IT support role, testing systems and minor problem- solving.  


You may be required to work out of normal working hours to test IT systems and manage updates, getting the appropriate sign off before go live.  With your excellent communication skills, you will comfortable talking to Hampshire IT colleagues and to Library Systems external suppliers.

Additional Information:

The library service comprises a county-wide geographical spread of public branches and a central team based in Winchester. The post holder would be based in Winchester with a requirement to travel to branches and meet with suppliers and user groups outside of the county.


Library systems to include the following:


Library Management System (Spydus); RFID self service devices and staff devices; Borrowbox; Press Reader; WF Howes (eMagazines); Collection HQ; Netloan; Creditcall and WebMIS – reporting system for RFID usage and payment; Reading sets (Excel spreadsheet); Music service (access database); Subscriptions for catalogues and resources eg Unity, BL, SWRLS, OUP, Find my past, Ancestry etc

Job Purpose:

To develop and establish administration systems within the department, and where appropriate, supervise others, to deliver an efficient service in support of business requirements.

Role Responsibilities:

Support day to day function of library IT systems   

  • BAU Business reports, management information for end of year, business reports about dynamic stock, circulating stock, reservations, dead stock, stock turn, ILLs.  Monitoring Spydus Userbase - referring information to management and adding comments to forum.  Unlocking invoices for processing.  


Systems administration 

  • BAU including creating and amending staff accounts, developing user profiles, housekeeping eg borrower categories and items, amending opening and closing times for temporary branch closures, supporting budget /finance information, changing parameters for dynamic stock and maximum stock holding levels, updating customer forms eg ILLs, reservations, join the library.  Customisation of RFID screens and WPAC to fit with library events


Undertake project and support tasks 

  • Eg: New or upgraded systems rollout, testing following system changes (UAT testing), drafting spec for library systems eg managing reading sets, liaison and coordination of information with stock services team and SMT.


Resolve IT technical and business issues 

  • Eg: Raising HEAT calls, Pick up IT issues from CB(IT) support, escalate problems to IT help-desk where appropriate


Collating feedback and understanding business requirements 

  • BAU Comparing data from different sources and supplying data to managers, developing a spec for a new service or system. 


Liaise with internal and external suppliers 

  • Eg: CBE IT, IT Help Desk, CHQ, Civica, Bibliotheqa, Bolinda, Unity, Press Reader, RB Digital


Problem management & escalation through IT channels to resolution 

  • Eg: to contribute to the development of solutions, investigate issues before reporting. Research and source information to answer complex queries eg Employee voice, FOIs, complaints 


Contribute to the development of system documentation 

  • BAU Updating user guidance /notes for branches to fines and charges / FAQs for staff, how to guidance for customers


Communicate notifications of IT issues and changes to staff and customers 

Role Requirements:

Essential Qualifications, Knowledge, Skills and Experience:

  • Previous experience delivering a wide range of administrative functions. 
  • Computer literacy with experience of using a variety of software for data management and transmission. 
  • Formal qualification (beyond GCSE) and competence in specialist functions as appropriate.
  • Emerging service specific technical knowledge, through experience and/or training, may be required to be able to respond to enquiries, allocate resources appropriately, support projects and/or service delivery. 
  • Where appropriate, demonstrable competence or aptitude to manage others. 
  • Ability to communicate effectively at all levels in the organisation and with external contacts.
