We have an exciting opportunity within our highly successful Education Financial Services (EFS) business unit that provides a range of financial services to schools and other Children's Services establishments. 

Working as part of a team you will be responsible for a number of schools providing support to school staff on all aspects of financial management and administration. You will also provide financial training and have the opportunity to get involved in systems work.

Job Purpose:

To provide quality financial advice and support for the effective monitoring of Schools budgets in accordance with the prescribed financial regulations, according to work plans or as indicated by the Senior Finance Adviser or Principal Accountant within Education Financial Services (EFS).

Role Responsibilities:

  • Develop and maintain effective budgetary control processes by:
    Advising school staff with financial responsibilities and senior managers (e.g. headteachers and governors), and, where necessary, using negotiating skills to influence decisions on potential problem areas and providing guidance on the best way of maximising the use of financial resources to meet the department’s business needs.
    In conjunction with senior managers, ensuring financial resources are optimised and utilised for best outcomes.
    Ensuring senior managers are provided with accurate, timely and relevant monitoring information including analysis of trends and projected expenditure.
    Carrying out regular budget monitoring in accordance with corporate requirements, identifying and reporting concerns to senior EFS staff.
  • Advise and support school finance staff and senior managers with preparation of budgets, completion of year-end financial accounts and other returns in order to meet legislative requirements, corporate accounting standards and timescales.
  • Assist senior managers with analysing resource requirements in the areas of admin and finance support staff.
  • Ensure all requirements of corporate financial regulations and the scheme for financing schools are complied with. Where cases of non-compliance are identified liaise with senior EFS staff and internal audit.
  • Interpret management information required by schools in order to meet initiatives / legislation e.g. SFVS.
  • Monitor and support financial returns submitted to EFS e.g. unofficial accounts.

  • Promote the use of management information systems. Review and advise on the use of systems and financial planning tools ensuring that appropriate control is maintained. e.g. SAP.
  • Train school finance staff and senior managers in financial skills, the use of financial systems and compliance with financial regulations.
  • Promote the EFS SLA and take responsibility for ensuring invoices are raised additional chargeable services.
  • Maintain an awareness of current finance and education developments and legislation and other initiatives which impact on the EFS customer base, ensuring that strategic financial advice is given with consideration of business impact.
  • Maintain an awareness of corporate and departmental equalities and health and safety policies and procedures and apply them in the day to day requirements of the job. Be proactive in ensuring staff are aware of and follow these policies and procedures.

Role Requirements:

  • Qualified member of the Association of Accounting Technicians (NVQ level 4) or relevant equivalent qualification e.g. CSBM.
  • Previous relevant experience in finance work.
  • Able to manage and control work to professional and quality standards within budgetary deadlines.
  • Influencing and negotiation skills.
  • Experienced in the use of spreadsheets and word processing software.
  • Able to use financial systems to extract relevant information.
  • Literate and articulate with excellent interpersonal skills.
  • Willing to develop personally and professionally, with evidence of continuous training and development.
  • Clear understanding of customer care and commitment to quality service provision
  • Understanding of the role and responsibilities of a manager, including giving and receiving positive feedback and constructive criticism.
