The Role:


This is an exciting and rare opportunity to lead the operation and strategic development of a complex, high profile service.


Swanwick Lodge is a 16-bedroom Secure Children’s Home. It is a national resource for young people aged 10 -17 years who have been placed in Secure Accommodation under Section 25 of the Children Act 1989 because they have been deemed to present a significant risk of harm to themselves or others. It is one of only 13 in the country and unique in Hampshire. 


The children in care at Swanwick Lodge are among the most vulnerable and at risk in the country and consequently the home is subject to rigorous and in-depth monitoring by Ofsted.  The young people receive a high level of supervision and support from residential staff, an on-site school and physical and emotional health services commissioned by NHS England.


Utilising your extensive experience in a similar care and business orientated environment for young people and your high-level leadership and communication skills, you will play a pivotal role in ensuring that the delivery and continuous improvement of the service is driven by national, organisational, and departmental strategy. 


You will also apply your understanding of multi-disciplinary approaches and effective partnership working to sustain an integrated approach to meet the needs of the young people, helping them reintegrate into the community successfully. Above all, you will inspire all staff in all roles to give their very best and ensure that the culture and values of Swanwick Lodge are aspirational and child centred. 

Role Responsibilities:


To ensure relevant staff effectively manage the commissioning of placements from other local authorities to maximise the efficient use of the home. 


Ensure Swanwick lodge consults and liaises with placing authorities, social workers, staff, service users, carers, health services, other agencies, and other professionals to determine the service to be provided to individuals.


Ensure that managers across the county are assisted, as required, with the secure referral processes.


To ensure that the marketing and publicity produced and published for the home is of a high quality and supports the maintenance of high occupancy.


To monitor the recruitment, induction, training and development of staff to provide a competent and efficient workforce, paying particular attention to culture.  


Lead and motivate staff to provide an appropriately caring and supporting environment for service users, having due regard for their dignity at all times.


To manage two Team Managers, a Business Manager and any other posts as required to ensure the effective running of the home.


To be the accountable and responsible manager for all work being undertaken on site, including that of health and education colleagues who may have different line management arrangements.


To be responsible and accountable for all partnership working relating to the management and operation of the home.


Take responsibility for the health services operating on site and ensure effective liaison with senior managers and commissioners. 


Ensure that the home operates within a framework of practice that is trauma informed and utilises the latest in evidence-based research.


To ensure that all assessment, care planning, risk assessment and behaviour management activities are undertaken in conjunction with internal health and education colleagues, parents & carers (where appropriate).


To ensure that the children and young people are fully engaged and involved in the planning and development of the home and that their voice is clear and evident in any and all changes being made.


To ensure that children and young people are safeguarded and protected from harm.


To continuously develop and implement a quality assurance framework that supports the effective management and continuous improvement of the home.


To ensure that the home is compliant with all of the national, regulatory and local standards and requirements as are in place at any given time.


To ensure the secure facility, including accommodation, education and specialist facilities are maintained to required secure standard.


Support the overall management of Hampshire’s residential service and wider branch management team.

Essential Qualifications, Skills and Experience:


  • Experience of managing staff within a similar environment at a similar level with a proven track record.
  • Ability to build teams and to be a team player – and a predisposition to avoid ‘silo working
  • ’Experience of manging regulated services subject to inspection and external judgement.
  • Skilled at undertaking risk assessments at both an individual and service level.
  • Skilled at developing service and business plans to successfully develop and enhance services.
  • Thorough working knowledge of the regulatory framework underpinning children’s homes and the secure estate.
  • Able to represent the County Council at regional and national meetings relating to residential or secure provision.
  • Excellent financial management skills, experience of managing a large budget.
  • Skilled manager of multi-agency teams.
  • Skilled performance manager.
  • Ability to negotiate and work constructively with senior managers.
  • Ability to manage conflict and where possible to identify widely acceptable solutions.
  • Excellent presentation skills.
  • Graduate level qualification or equivalent experience in a similar environment
  • Extensive project management and /or significant experience of managing an income generating service.



  • Level 5 Diploma in Leadership and Management or equivalent
  • Secure management experience.
  • Experience of negotiating and managing contracts.
  • Experience of working with OFSTED.

Working Conditions:

  • Required to be emotionally resilient and to lead and manage a large staff team effectively through times of challenge and difficulty.
  • Required to balance a high level of demands and competing priorities with resource constraints. 
  • Regular contact and communication with young people who have complex emotional and behavioural needs.
  • Possible exposure to aggressive behaviour and verbal abuse from service users and public.
  • May encounter emotionally demanding situations on a frequent and ongoing basis
  • Role may entail working unsocial hours. 
  • The role holder may be required to visit other locations within Hampshire [and the Isle of Wight or other local authority], and therefore needs to have the ability to travel as necessary
