With the announcement from the government regarding the uplift of 20,000 additional police officers across the country, we are currently reviewing our existing plans for recruitment so that we can be ready to take on the additional officers. One of the strategic objectives of our recruitment plan is to use this opportunity to ensure that Hampshire Constabulary becomes more representative and reflective of the communities we serve. We aim to build upon and learn from the positive action engagement work undertaken so far.


The purpose of the Positive Action team is to proactively identify, encourage and support applications from under-represented groups within the community and to provide support to divisional community engagement colleagues. Current learning shows that support needs to start early and therefore support will be provided throughout the recruitment process.


We are therefore looking for someone who believes passionately in the opportunity to help make Hampshire Constabulary a more inclusive and representative police force. The selected candidates will need to be an excellent role-model and ambassador for the organisation.



Job Purpose:

In this role you will co-ordinate the Constabulary’s positive action initiatives and provide a resource to the HR department to implement and co-ordinate fairness and equality actions.


Key tasks will include:

To recommend and gain approval for Positive Action for all under-represented groups


To co-ordinate the implementation of the Force Positive Action Recruitment, Retention and Progression plan


To develop links with the community and to actively encourage applications from underrepresented groups


To demystify and market appropriate roles proactively within the community


To support Positive Action initiatives across the Force by running an ongoing events program and working with the Community Cohesion Officers to promote initiatives within the community


To develop a talent community for all roles and to actively encourage applications from the talent community


To provide expert support and guidance for positive action initiatives to individuals, Areas and Departments


To support internal and external recruiting events, fairs and presentations


To provide support and guidance to minority candidates throughout the recruitment process, ensuring they reach a level playing field where they can compete with other candidates equally and fairly


To organise and deliver workshops for minority candidates both internally and externally preparing them for the application/selection and promotion processes


To analyse all workforce and recruitment outcomes and provide updates to Chief Officer Group and the OPCC regarding results and best practice in relation to the Positive Action Recruitment Plan


To attend regional and national positive action forums bringing best practice back to the force


To give regular and effective service  



The Positive Action team are based at the Southern Support and Training HQ, Netley, however the intention is for the coordinators to be geographically based at Portsmouth, Southampton and Basingstoke working with a wide variety of individuals, stakeholders, networks and agencies.



Essential Education/Qualifications


Educated to QCF Level 2, five passes to include English and Maths OR work experience deemed to have brought the postholder to a comparable level.



Essential Experience 


An extensive knowledge of equality legislation.
Experience of working with minority or faith groups.
Evidence of partnership and multi-agency work.
Evidence of managing long term engagement and problem solving activity.
