THE EXTRAORDINARY STORY OF AWARD-WINNING CARBON SAVINGS ON HIGHWAYS PROJECTS 

 

The Finance Team in Westminster City Council is a world of extraordinary stories, where we go above and beyond for our residents – in all sorts of pioneering ways. By being smart and courageous with the council’s finances we can achieve more for our residents and wider society, especially when working closely with other council departments.

 

Our approach to responsible procurement and the way we work collaboratively with our suppliers can bring significant benefits, including huge reductions in environmental impact. 

 

Take the award-winning Kings Street footway scheme. This was the first scheme of its kind in the UK to switch all possible high carbon materials and equipment for zero and low carbon alternatives. This included using electric tools and excavators, low carbon foundations, concrete and paving and zero-emission deliveries to site. The result? a 79% carbon saving compared to traditional techniques.

 

And why does this success matter? Because Kings Street has formed a blueprint for future projects. Its success has been translated to five further paving schemes, which have achieved savings of up to 94% operational carbon against comparable sites. A subsequent resurfacing project in Third Avenue achieved another UK first in its use of 85% recycled material on the roadway. These schemes demonstrate that partnership working with our suppliers can help us meet the councils net zero carbon targets.

The Role:

As a Business Intelligence Developer you can make your own powerful contribution to Westminster’s success. You’ll be a key member of our high profile Strategy & Intelligence team, which is responsible for developing the Council’s ‘Fairer Westminster’ strategy. This sets out our vision and ambitions for the City of Westminster, from tackling climate change and regenerating our High Streets, to integrating smart technology into residents’ homes that supports social care delivery. We develop the business intelligence, insight and analysis that informs and drives the Council’s strategy and policy development, and we also manage performance and risk management.

 

It will be your task to apply a range of tools and techniques as you carry out creative analysis to solve complex problems and play a key role in developing our insights and decision making. Working with analysts, performance and economy specialists to deliver reports and dashboards, you’ll be the lead contact for colleagues on the development of Power Platform tools including Power BI and Power Apps. Identifying and delivering digital service delivery improvements, and scoping and developing imaginative solutions to solve business problems, we’ll also expect you to empower teams with management information and data driven insights that inform decision making and performance monitoring.

 

You’ll have a wide range of additional responsibilities – these include importing, transforming and connecting data sources for the robust Business Intelligence insights used for strategic and operational use across the Council, and leading on the development and management of our Strategy & Intelligence insights and data repository. To ensure our analysts have the tools and training to improve digital efficiencies, you’ll facilitate workshops and coaching sessions, and in addition to overseeing the migration and storage of datasets in a cloud-based data warehouse, you’ll also contribute to the Council’s mid-term financial plan by identifying and implementing digital efficiencies.

About You:

With strong analytical skills acquired through work-based experience, professional qualifications or a degree in a subject such as statistics, economics, data science, mathematics or social sciences, you’ll have a good understanding of relevant data tools and systems, including appropriate approaches for verifying and validating data and analysis. You should have proven experience in Power Platform development and administration, particularly Power Bi and Power Apps, and be capable of working with other data analysis and querying tools such as Excel, SQL Database and SharePoint.

 

Proficient in the use of Power Query and constructing DAX measures to load and transform data into relevant models, you’ll be skilled at managing and prioritising multiple projects or complex analytical models, and at using analytical thinking to translate data into informative reports and presentations. An excellent team worker and ready to collaborate with a range of stakeholders including non-analytical experts and senior colleagues, you’ll have the ability to see the big picture and think strategically about problems.

 

Capable of acting as a ‘critical friend’ by questioning the status quo and offering new ways of thinking that inform service improvements and efficient ways of working, you’ll be highly proficient at deploying the latest project management processes and techniques, including Agile methodologies. We’ll also expect you to lead by example, driving innovation and autonomy while proactively working towards solutions, and be committed to fostering a culture of continuous learning and professional development.
