Oxfordshire County Council is looking for a Contract Manager to work across the Highway Maintenance service and to manage its brand new NEC Term Service Contract which is currently being tendered to the market and will replace the existing long-standing contract in April 2025. 
 

About the role

 

The Highway Maintenance service invests around £60m per annum through a range of contracts with our supply chain. 


The Contract Manager will lead the day-to-day function of contract management and administration for the Highways Maintenance service. They will ensure contractual obligations are fulfilled, and that the contractual particulars are executed in the appropriate manner, protecting the interests of the County Council whilst enabling the fast-paced delivery of high quality services to our residents.

 

Whilst the main responsibility will be for the NEC Term Service contract between OCC and it’s appointed Provider, that responsibility will extend to other contracts of varying forms and with other parts of the supply chain. 

About you

 

The role requires a candidate that has Proven experience in contract management and can:

 

  • Understand the requirements of standard forms of construction / engineering / professional services contracts (particularly NEC) and advise on favourable terms and conditions.
  • Develop and maintain relationships with contractors, vendors, suppliers, and customers.
  • Supervise contract execution to ensure compliance with regulatory guidelines.
  • Monitor contract implementation and performance 
  • Train, supervise, and manage the contract team.
  • Demonstrate strong negotiation skills and attention to detail

 

You will be comfortable at working under your own initiative at a senior level.
